Healthcare.gov could not create a Marketplace account

When I initially tried to create an account at Healthcare.gov last week, I repeatedly encountered errors stating that an account couldn't be created. These errors came at the end of a multi-page application form. Each time I encountered an error, I had to start over: reentering my information.




On some attempts, it gave me an error stating that my security question answers cannot be the same. However, I had given different answers to each of the security questions I answered.




At some point in my many attempts, Healthcare.gov told me that my username already exists. This suggests that a previous failed account creation attempt partially completed; and that I now have data in the system in an unexpected state -- a state that might negatively impact the system.

To continue, I had to create another username that met their overly complex username restrictions.




I made about a dozen attempts spread out over several hours before I was able to successfully create an account. Forcing me to reenter all my information, and spreading that out across multiple web pages, added to my frustration.

And by the time I finally got the account created, I could not remember the username or password I had given the system. I then tried to use the site's feature to retrieve a forgotten username. However, that never sent me the emails it said it sent. I called support. They told me to wait 3 days to receive emails.

I then restarted the whole process with a third email address.

For security reasons



After logging into the HP Home & Home Office Store, don't click on the plus sign on the step showing that you are logged in. If you do, it will log you out.

However, it will kindly inform you that you have an account with them. And for security reasons, they will display your email address twice within the same box.



Interesting feature. Typically, clicking a plus sign in a GUI gives you more information, not less.

You tried to create a new account



Trying to order ink from the HP Home and Home Office Store to which the HP printer driver software on my computer took me, I get the following:

You tried to create a new account using an e-mail address that matches an existing account. To continue your checkout process, do not fill in the password fields.
I've never ordered anything from an HP online store. How can my e-mail address match an existing account? If I continue the checkout process without filling in the password fields, will this order be associated with some existing account without any credential verification? Or will it not be associated with any account? Will I be able to access this order if there is no account associated with it?

Some later experimentation revealed that this store accepted my HP Passport single-sign-on credentials that I've used for support with HP Mercury test tool products.  I never would have expected that account to be the same account I need to use to order ink cartridges for my home printer.

WARNING: Credit Card



I get the above making my second online payment, for a second account, to a healthcare provider today.  While I like the warning that I've already paid them today with the same card, why does it ask if I want to process a payment for the amount of 0.00?

I click the Yes button and get the following:



That's not $0.00.

My Account

I log into my DirecTV website account. I click the My Account link at the top of the page.



The following page is displayed; providing options to sign in to view my account.  It appears to be telling me to sign in again.



I click the Sign in to My Account button. I am returned to the page from which I selected the option to view my account.



I click the My Account link again.



This time I click the Sign In link. I am once again returned to the page from which I selected the option to view my account.



I go through this loop several times.  I even have customer support on the phone for something other than what I want to see on the web site.  They suggest I log out and sign in again. I try that and resume the same circular path.

So, I try a somewhat different path.  I noticed that if I mouseover My Account and don't click too fast, a menu pops up offering a number of account-related options.  These links work.

More experimentation shows that sometimes this drop-down list is displayed and other times it isn't. Perhaps my computer is too slow, or busy doing other things.



I then discover that all those bullet items on the My Account  page telling me to sign in were links to the account options.  Due to the instructions at the top of the page to sign in, I had assumed the information on the bottom half of the page was just a list of features and not links to those features.

So, if I am already logged in, why does going to the My Account page tell me to sign in?

Wow! If the message is correct, this system appears to be disclosing passwords used by other users.

“Tried to buy a question pack for the trivia game and got an error saying my account was nt a sandbox test account” - @jasonyates



Before you release your product, please check that real user accounts -- not just test user accounts -- can use it. :)
