Healthcare.gov requires people know that the site has functionality it does not appear to have

Throughout my many attempts to complete a Healthcare.gov Marketplace insurance application, I have learned that the system often does not permit me to make any changes to my not-yet-submitted application. Once data is entered and I progress to the next stage in the process, Healthcare.gov does not allow me to go back and correct information I previously entered.

Now, to submit an application, it requires that I testify that "I know I can make changes in my Marketplace account". I do not know that. So far, the Marketplace has not permitted me to make corrections to most of the data I have entered. Should I expect anything different after I submit an application?
