After encountering issues creating an application for multiple people, I tried changing it to an application for just one person. Healthcare.gov didn't handle that very well.
It accepted my selection of only one person but then demanded I provide information for person 2 of 1.
This is a fairly common type of issue that occurs in complex workflows like the Healthcare.gov insurance application process. However, in my experience, this sort of thing usually gets flushed out during testing before the software is released.
